The PAS is the Sectoral Action Plan in the Field of Tourism of La Cerdanya 2019 – 2023, a necessary guide that raises the development of the region through tourism as a tool to boost the economy, and where the impact of the sector becomes positive both for population and culture, as well as for nature and heritage.
The PAS was created in a participatory way among a great diversity of agents and is an evolving document, which means it is evolving day by day. The purpose of the PAS
The tourism sector, together with the actors of the region (public sector, private sector and civil society) works for the sustainable development of the Cerdanya, guarding the cultural, natural and human heritage, while strengthening the identity of the territory of the Cerdanya people.
The creation of the PAS
In 2019, the creation of the Cerdanya Tourism Sectoral Action Plan began in a participatory way, with nearly 300 people participating in person and almost 700 in virtual format. This document specified a purpose shared among all the participating agents: The tourism sector, together with the actors of the region (public sector, private sector and civil society) works for the sustainable development of the Cerdanya, guarding the cultural, natural heritage and human, reinforcing the identity of the territory of the Cerdanya people.
In 2020, once the PAS was completed and validated, a participatory process was carried out to develop the strategic plan. The Covid19 crisis did not stop the holding of 5 participatory, virtual and open sessions. Each table worked on one of the strategic axes defined in the PAS.
The commission in charge of developing “eix 5” “co-creating and managing a participatory governance model” continued to work to generate a decentralized governance structure and to be able to co-manage the tourism sector in La Cerdanya. On 31 December 2020, the tourism board was definitively closed. In March 2021, the final version of the regulations of the new decentralized governance body of the Cerdanya tourism sector was handed in, which opens the doors to the implementation of the PAS with all its potential.
